I know they are cleaned up at times, and other times they are used by some public transport commuters as dumping ground (or roof in this instance) for unwanted rubbish.
The message is simple - keep the rubbish you want to throw in your own possession and throw it in a public rubbish bi scattered along Dawson Mall and the bus interchange itself. By throwing rubbish on the top of roofs - creates more expenses and therefore is a partial reason why fares goes up (increased expenses).
We will refer to the relevant authorities to have it organised as cleaned:
