This may look funny but it is not would be if the seat was required by train commuters, in case the carriage was completely full - Then again some people sober up in the morning from the night before - this is when we need the State Transit Officers to wake up these people. I don't think they can be fined but maybe a drug test, etc to make these people realise, this is not City Rail trains are all about:
